The same happens here without any regulations - the hospitals just donīt call these pt.s, or there is something wrong with the application form, or their appointment is set to 2002. The really bad side is that they do the same with the sick - there is no need to refer someone with arthritis or diabetes or hypertension - they will not be called for years :-(
