Is this local, or has it been widely distributed ?

This letter started with 10 ordinary GPs.
Dear Doctor,
Now is the time to say no!
Our profession has been placed in the position of a doormat.
The black listing of drugs, the imposition of the 1990 contract, and
repeated staging of pay awards has been met with no effective
resistance. The result is that politicians believe that Doctors are a
push over. The development of GP Co-op's was a grass root revolution.
Once started it was unstoppable.
PCGs pose the threat of terminal decline for GPs and their patients, who
are not responsible for chronic under funding. We must not become the
scapegoats.
It is time we took matters into our own hands. Simple passive
resistance, i.e., non co-operation will force medical and Westminster
politicians to rethink. If we legitimise the process by taking part we
will have contributed to our, own downfall.
It is time to say NO.
Decline to opt for any level of participation. Decline to sit on
committees. Insist that you will continue to practice medicine in the
best interests of your individual patient. Force the issue by insisting
on written detailed guidance about why any patient should not be
treated.
Place the responsibility for rationing decisions where they originate,
by ensuring that the patient is aware of the name of the responsible
officer of the PCG or other responsible body. Keep all correspondence
relating to rationing decisions in the patient records so that they will
have a statutory right to copies of the information. Place the blame
where it lies.
This letter will only be as effective as you wish. This is a grass root
response. If you agree and wish to passively resist the imposition of
PCGs then continue the cascade by copying the letter and sending it on
to other GPs.
