Yes my reading of the White Paper makes me think New Labour's batle cry
should be "regulation, regulation, regulation!". It's a huge change for GPs
& we are all making a very serious mistake if we think the WP is JUST about
secondary care/commissioning. The really fundamental bit is all about
primary care management. PCGs are mini HMOs, these exist to manage within
allocated resources. Thus new primary care groups WILL BE managed at every
level. We need to consider new models for practice/partnership/staff & GP
employment. There may well be more flexibility to try this in the later
stages (eg PCTs or even PCAPs where you can deliver PMS as opposed to GMS
...) Food for thought.
