Sorry, I didn't ask the question very well. The original post was
about a patient with a drink problem, then somebody wrote:

What I meant was, in the case
of an alcoholic, how would you know that he was driving in contravention
of the regulations? i.e. Would you have to see him drinking and then step
into a car, or would the fact that you knew he was an alcoholic be enough
to report him, even though he may be sober enough to drive. Do the
regulations bar anyone with a drink problem?
