That would require a change in primary
legislation, it might be addressed in
part 2 of the Crown report (due out this
summer) but I doubt it (too many
pharmacists on the team) maybe in
another 30 years. Even if was a
recommendation of the Crown report I
would expect the big companies to
campaign against it very effectively.
I've suggested previously that some
items might be supplied directly by the
PCG. (Crown part 1 makes a distinction
between supply and dispense).

Yes there would be, cause to many
problems for the prescribers by
questioning inappropriate prescriptions
and your job is on the line, surely
that's the biggest conflict.

It has to a large extent been deskilled,
but it depends on where you are working.
As a locum, I've now made an active
decision to dispense at pharmacies close
to worst prescribers I can find. Several
years working near to some of the best
prescribers left me feeling pharmacy was
rather pointless.
Pharmacy as a profession (myself
included) is attempting to reinvent
itself.
