The case for free condoms is a much better one from the point of view of
preventing sexually transmitted diseases, including pregnancy.

I never understood why those conditions only? What is the rationale?
Why not all chronic disease? What's the difference between a diabetic
and a hypertensive from the p.o.v of morbidity etc.?
