Much the same happened in the run up to the present nuclear attack on
the Legal Aid system. We had story after story of Legal Aid fiddles/"hot
coffee" cases etc to soften up the public to the supposed need to
change the system. So when they get criticised for removing a
cornerstone of individual rights, they can say "speak to the lawyers,
it's all their fault for being greedy."
Not a conspiracy, just a clever tactic. All they have to do is feed the
media with "cheating professionals" stories, which always make good
copy. You just have to make sure you keep your eye on the ball and don't
let it distract you from your main argument.
