Well you must remember David that none of these goalies have ever been west
of Everton---oops sorry showing my age there!
But seriously, consultation to NHS apparatchiks really does not have the
same meaning as it does to us. "Consultation" in NHS-manager speak means
meeting some bods or bodies supposedly interested in the proposal under
"discussion" and , and, well meeting with them. There is no obligation to
have a full discussion, to consider salient points or to pay the least
attention to anyone critical of the proposal. There is absolutely no
question, no way man, of taking disagreement seriously and attempting to
work out a compromise.
People, I have been there and believe me it is not pretty.
