A unified budget would suggest that hospitals could no longer consider their
budgets in isolation from the costs incurred by the primary care. As an
example, if a hospital gets given omeprazole at a drastically reduced price
they will prescribe omeprazole as it is the most cost effective PPI for
their budget. A unified budget might make the hospitals rethink
1. Their choice of omeprazole, the cost effective ratio now being applied to
the PCG rather than just the hospital.
2. Their discharge notes, with a recommendation for a class of drug rather
than a specific drug.
