Asked about HA HIPs and PCG Commissioning. Rotherham HA seems to
interpret the HIP as everything they are doing at present plus extras
eg liasing/integrating primary care with SS. They will set up all the
contracts, sorry service agreements, and the PCGs hold the budgets
and have to deliver financial stability.
So I asked what is a HIP, what is not in a HIP and what freedoms
(sorry powersuit speak) PCGs have.
His *verbal off the record* answer was that what a HIP is has not
been fully decided yet so he couldn't answer my questions as he
didn't and couldn't make government policy! But he did say that if
this scenario ensues then a PCG can always refuse to sign up to it.
Now that would throw a brick in the works.
Perhaps this is the answer to all this crap, a kind of work to rule?
