I agree but in the case I quoted the cutting or staging of awards has become
so well established that it is probably no longer a "hot issue". I may be
wrong. Time will tell.

Not ours mate! this was debated at some lenght in 1990 and it was all wrapped
up in "when is a contract not a contract" The answer seems to be when its
with a government!
