Actually the regs say "activities ordinarily carried out by GPs" (or word to
that effect).
Thus it is only when enough of us start to do it that it becomes part of our
contract.
It is true, however, that the DoH can insert specific duties into the contract
unilaterally. They only have to "consult with the professions
representatives" (ha ha) this doesn't mean they have to listen to what thye
(?we) say, they just have to tell us about it beofre they tell us to do it.
Anyway its a "so what" thing since it has always been so and always will be.
At least they don't sling you in clink (or the Gulag) for pointing it out
here.
Of course any governernent cabn do what it likes anyway and if it can't (under
existing law) it will just change the law so that it can. We can, of course,
change them every 5 years but whoever heard of a government that changed
anything it objected to when in opposition.
