I am sure you are right.
One of the main tasks this year for the locality is to investigate
budget setting methodology, as there is ample evidence that on a
practice by practice basis the prescribing budgets are a lottery.
This has not been easy, as a number of the locality practices (including
until this year our own) were "overspending" as the perjorative term has
it.
The general feeling across the group is that the locality prescribing
amount (about 9.5 million UKP per annum) is about right, but using the
same methodology on a practice basis produces variations which don't fit
with the GPs perceptions of fairness.
The locality has agreed to spread the risk of the 9 "formulaic
overspending" practices (0.5 million UKP) across all the practices, and
reward all 20 practices for contributions to reducing that "overspend".
Thus those that reduce their "overspend" will be rewarded, as are those
that "underspend".
