HIPs - Health Improvement Programmes
Rotherham PCG (Partnership Commissioning Group) had an
away-day-today, discussing HAZ (Health Action Zone for the South
Yorkshire [ex]Coalfields), HIP, PCGs (Primary Care Groups) and what
it's future role was. Having two PCG acronyms was very confusing so,
it being April Fool's Day I proposed RCG (Rotherham Commissioning
Group) which was accepted. (If you don't get the joke, stress the R &
C together.)
Got very depressed half way in when the HA officers started talking
about the HIP. The upshot is that PCG's will have very little
commissioning role:-( Read the white paper...the HIP... will cover
the most important health needs of the local population...the main
healthcare requirements of local people and how local services will
be developed to meet them...the range, location and investment
required...
The HA interprets this as meaning the current planning processes,
with a few extra bits bolted on. PCG's can of course contribute to
the HIP, along with everybody else, but will have to sign up to it
(what if you don't? - you have to!). PCG's will then have to stick to
the HIP and deliver the services it 'promises'. Note this applies to
whatever level PCG is at.
So the status quo re commissioning is preserved, except PCG's (ie
GPs) are held responsible if the HIP fails.
Is this the correct interpretation???
Has the GMSC considered this scenario???
