In case you missed the first time, here it is again:
The Manifesto:
DFI has two primary objectives:
1. Better pay and conditions
2. Restoration of the sanctity of clinical freedom
A Programme for Action:
1. GPs will offer:
a) Day-time, inclusive general medical services defined under
strict framework of what constitutes primary care work
b) We will consider two models of working: the closed and the
open (described below)
2. The ending of the following:
a) The pool system
b) SFA (for example, if giving contraception advice is 'A
Good Thing', then it should be part of our work and not
left subject to a bribe. Likewise, PGE.
c) Forced patient allocation
d) Forced membership of PCGs
e) Targets, bands, reports, business plans and all the
associated futile and meaningless jargon and management-speak
f) Spurious and un-necessary re-organisations for the sake of it
or for political expediency
3. Instead, the following two models are put forward:
a) Closed model:
* Inclusive pay based on rising scales
* Regulated hours, reserved study leave and defined annual leave
* Transfer of responsibility of leave cover to the DoH
* Transfer of responsibility of staff and premises to the DoH (i.e.,
DoH provides staffed rooms to practice from)
* These rooms would be equipped (including IT) and maintained
* Those GPs in this model may or may not wish to organise themselves
into groups based on affinity and synergy between them rather than
fake or contrived affiliations
b) Open model:
* This is the 'free market' model
* True independent contractor status; that means:
* Fee for service up front for all general medical services
* Doctor responsible for own rooms, staff and equipment
* No 'List' system
* That means that good doctors will thrive and prosper and bad ones
will just fold up
* Doctors in this model may or may not wish to organise themselves into
groups based on affinity and synergy between them
