This is missing the point. We have endeavoured to get all decisions to
be unanimous. That is useful, as it is the individual practices who
stand to gain (or lose) by specific decisions, but overall the aim is we
should all gain. We want "practice buy in" on all or most of the
decisions.
There are clearly issues where unanimity is not possible. In this case
we require a 2/3 rd majority.
The arguments against "proxy" or email voting in this context is that we
feel it is important for the decision makers to have heard the arguments
and have a chance to raise questions. In the future we may be able to
achieve these things via email, but the current level of experience is
not sufficient.
