Voting rights and nominees/deputies.
In Exeter the Practice Manager or other suitable person may go.
This means that among other things as a single-hander with a PM
shared with another small practice (1.5 WTE) we have 4 people who
can ensure we are represented and collect the money.
However restricting representation to people who are present is not
satisfactory. The commissioning group in bristol should be doing
thei best to ensure that an opinion is dragged out of each practice,
with or without attendance.
The Athenians used to swing a purple dye wetted rope around the
marketplace at voting time, but we could use more modenr methods.
Otherwise small practices are progressively relatively
disenfranchised. I suspect Tom Frewin might comment on that, in
Bristol.

Size of PCGs

My information is that according to N & E Devon the permissible
variation is +/- 50k thus allowing 50 000 to 150 000
Also that the Glossop problem would not be solved unless it can go
down to 30 000. (the fine detail of what _is_ the Glossop problem
is left as an exercise for the student - Glossop gossip privately or
on GP-UK to amuse us all<g>)
Exeter is nudging 120 000 as an obvious unit, but could find itself
taking the co-op boundary as a sensible grouping of interest which
would add another 30 -50k so there may still be some pushing and
shoving.
