There is only one nominated GP in each practice with voting rights, and
at our meeting today (9am-3pm) attended by representatives from 19 out
of the 20 locality practices it was agreed that such representatives had
to attend in person at least 50% of time (agreed a deputy could go on
occasions, but discouraged) to earn the honorarium agreed for the
commissioning pilot.
We did specifically decide that practice attendance was needed for
voting, but that seemed a fair exchange for the same voting power as our
3.25 partner practice and other 8 partner practices.
We are keen to ensure that the locality commissioning pilot, and it's
successor of a Primary Care Group, should involve and be owned by
clinicians and not be abdicated to managers (as in some FH practices).

These are our meetings, not the HA. They produce results. We
celebrated our 5th birthday as a locality commissioning group earlier
this month. We have a HA link person, and invite a Trust
representative.
