As far as I can see, the figure 100,000 is only mentioned once in the White
Paper, as a vague guideline.
I quote "PCGs may typically serve about 100,000 patients. But there will be
flexibility ro reflect local circumstances and emerging evidence about the
effectiveness of different size groupings."
However, the white paper explicitly states that groups formation should be
"flexible to reflect local circumstances" and "bottom up and developmental",
and this theme is repeated several times.
Who changed the rules? and when?
