Strikes me that the major prob with PCGs is not the funding, but the fact
that they will actually proliferate bureaucracy and further more, make us
part of it.
The other horror we face is the issue of whether GPs are actually the best
people to manage the NHS. We might be the best folk to handle rationing, but
from there to managing resources is a largish step.
