That doesn't seem to be the conclusion of the NAO report. All the
Projects mentioned in my earlier message have been completed, as well as
the "refinement project" requested by the Academy Information Group of
the Royal Colleges in April 1994 to check that the new structure still
met the information needs of the NHS.
The GP Specialty Working Group identified a number of further
refinements needed to allow smooth implementation of Version 3 in
General Practice, including the GP subset and the Version 3 superset.
That work was completed last year.
What is really overdue is the decision to implement Read Version 3
throughout the NHS, but in the aftermath of the problems at the NHSCCC
prior to 1996, that is perhaps understandable.
IMO it is remarkable, given the undoubted management difficulties
between the NHSCCC and IMG prior to 1996 that so much was acheived. We
undoubtedly owe many unsung people our heartiest congratulations.
