Annex 2
PRIMARY CARE GROUPS
Introduction
1 Discussions about the formation of Primary Care Groups are already under
way in many parts of the country. There is an understandable desire to get
arrangements in place as quickly as possible. This local enthusiasm and
commitment is welcome. At the same time, it is important to recognise that:
l the transition to Primary Care Groups is a major change l the process
needs to be inclusive, with decisions based on the involvement of primary
care and community health services professionals, as well as consultation
with the wider NHS, public and voluntary organisations l the goals of
Primary Care Groups include a contribution to improving health, as described
in Our Healthier Nation.

We presume that this means we will have to invite the public at some point.
