Late to the discussion, having only just joined up, but it seems obvious to me
that overspenders will get increases in their budgets, while underspenders
have theirs cut. That's the way bureaucracies work. If you underspend, you
obviously have more than you need and can do with less; if you overspend (but
not excessively ), you obviously don't have enough and will get more. The
Civil Service and the MoD have worked like this since budgets were invented.
