Why would you increase someone's budget just because they over-spend
when there are consistently on-target or under-spenders around?

As I said before, I am willing to help over-spenders meet their targets
on a 'conditional fee' basis. That is to say, no cut in budget, no
fee. I'll chrge you 20% of any savings realised. Put it to the test,
you have nothing to lose!
