Seems to me that the threat is some unseen enemy ie do it before someone
does it for you. However if Primary Care saw White Paper changes as a
direct threat to the future of care provision for their patients wouldn't
that then be the enemy? Is this an opportunity or a threat? If it really is
a threat then shouldn't we fight it?
