Are you sure the change from 256 to true colour produced the above
effect and it was not the screen resolution (from 480/640 to higher)?
Anyway, in answer to your question:
Depends on your attitude. Use DHTML/IE4/Netscape4 and you'll delight
few and exclude many.
My advice is to stick to 480/640 resolution, Netscape 2.0 standard,
ie, no frames, no css, no dhtml, no java applets or activeX, etc.
You can always use tables creatively to achieve good results.
If you are really serious, then I would suggest that you test your site
on a number of browsers and different screen resolutions.
You can also gather information about your users' browsers so that you
design with the majority in mind.
