Appeal the fine??? Well worth a try.
Often now the police and traffic wardens give a penalty notice
routinely "just-in-case they are witnessed to ignore an obvious parking
violation by a member of the public" and will expect the "offender" to
appeal if they feel aggrieved. Saying that, it sounds a bit "jobsworth"
in this instance.
