Sounds like a good idea to me.
I want the choice not to answer the phone to people who chose to not disclose their identity to me. It's a bit like not opening the door to people wearing masks!
I also want the choice not to disclose (you can have this with disclose or non-disclose set as the default as wished) but I would be willing to give my number to most of the people I call so they may as well have it by CLI. I would accept that if I chose to withhold I might be more likely to get rooted to an answerphone
However, particular as my wife does some work as a forensic psychologist with some interesting clients, (No Jokes about why she married me please), I can understand the need to without your number when you phone a client from home. There also a number of occasions where it would be better to disclose an alternative number than the one you are actually on (i.e the public surgery number when you dial out on the ex-directory line) We have to withhold CLI from some calls from Meditel because some outgoing calls go out on lines which will not be answered if they were used for incoming calls. It would be great if we could get these to display our switchboard number. There would need to be controls to ensure such a facility could not be used to impersonate but it would remove many of the legitimate reason to withhold CLI.
None of this of course has anything to do with whether or not number you call are recorded this has been going on for years, Just look at you itemised bill. God knows what this data get used for but I bet withholding your number from another subscriber doesn't withhold it from BT and GCHQ.
