It is highly unlikely that there is a "best" way. However, check out the
ISEE Syllabus project http://appliedphilosophy.mtsu.edu/ISEE/index.html for
a lot of examples.
As to convincing an administration, who knows? I've taught Environmental
Ethics at three different Universities and the issue in two of the cases was
a need to fill a time spot and the fact that money was available. In only
one case, University of Denver, was there an interest in the topic itself.
My guess is that if you can find the funding and if there is space available
in the curriculum, you'll be able to teach it. Otherwise, administrations
rarely make decisions based on course content (am I being cynical?)
