surely the point of the british council has become, as has everything
else, rationally to promote those areas of CULTURE that, in compromising
themselves so far as to accept the invidious discredit of state patronage,
can ACCIDENTALLY contribute to market development in their sector; to open
up this money to other groups would indeed be to bring it more in line
with refrigerators, to abandon the perverse mercantilism of current
policy, but who wants to comprise a free market? Which one of us is ready
