Thank you very much for the feedback on my queries. Several people showed
interest in the replies I would receive for early references to maximum
likelihood. One name which came up repeatedly was that of R.A. Fisher. The
following references were given to me.

There was a suggestion that Keynes may have made early contributions. X.
Zeller of the University of Essen has translated work of Bernoulli and it
is suggested that he was one of the pioneers.
A.W.F Edwards has written a book called Likelihood which reviews the
history of ML and Fishers role in particular.
