Our figure for non-assessed (or no evidence of assessment) at
registration was somewhat better, being less than 20 percent, but the
assessments have surfaced haphazardly, causing a lot more work in
marrying them up with the registrations. Expensive administratively,
and we are not yet in a position to identify the hard cases.
