The University of Wales had this debate about two years ago. At that time we
circulated institutions and found that very few in fact used a
'classification' other than distinction, and that of the very few that did
also use merit, most were either planning to discontinue it, or used it for
one or two specific schemes only.
On the basis of this survey (and also a feeling that we did not want to
classify master's degrees at a time when the future of classified Honours
degrees was in some doubt) the federal University chose not to introduce
awards of merit for master's schemes.
(If you like, I'll see if I can find the results of our survey and pass it
on. It is a coupleof years out of date though.)
