I have replied to this letter (fro Essex) to the effect that if no
assessment has been done, this is acceptable, and that in such cases we
will expect the student to pay the full £1000. But if a provisional
assessment has been done, we will expect payment in line with the
assessment, with any subsequent re-assessment being dealt with by refund
or additional invoice as appropriate.
I will pass this correspondence on to the DfEE, in case they want to
include the matter in future guidance.
