Section 11 of the circular states:
"Where a new entrant to one of these courses does not obtain or is
not eligible for an NHS bursary, he will still be eligible for a
mandatory award in the same way as any other new entrant subject to
the usual rules on ordinary residence, previous study etc. in the
Awards Regulations"
Does anybody know what the criteria for eligibility for an NHS
Bursary will be for students, particularly in the PAMS, where we
have previously taken students funded by mandatory awards over and
above our contract commissions for instance in Radiography and
Physiotherapy (for which details were not collected by HEFCE when
determining the amount of money to be transferred from DfEE to
DoH)?
Previously such students received the means tested mandatory awards
which were comparable with the NHS bursary received by those with
contracted places. If they are not eligible for NHS bursaries and
can only access the new mandatory awards will they then be liable
for the £1000 tuition fee if their income levels demand? This
could lead to difficult decisions by Admissions Tutors who may have
to decide who is to have a contracted place and therefore an
automatic NHS (Means Tested) Bursary and no concerns about Tuition
Fees and those who will have to 'chance their arm' with the NHS
Regional Office knowing that they may yet be liable for tuition fee
payments.
I would be very interested to hear others views on this.
