Reading's refund policy is given below. I am pretty clear that we cannot
and should not charge a student more than the assessed contribution. How
much of that assessed contribution we charghe depends on our individual
refund policies.
I have no problem with telling non-eligible students that they are under a
different set of rules.

"The University's policy in respect of students paying all or part of
their own fees (and also in respect of sponsors other than LEAs and the
DfEE) is that although fees are charged annually, refunds are made on a
termly basis, with a two week grace period at the beginning of the term
(excluding Freshers Week or any pre-term examination period). Thus if a
student withdraws at the end of the first week of the Lent Term one term's
fees are payable. If a student withdraws in the third week of the Lent
Term, two terms' fees must be paid.
In implementing this, we attempt to balance the need for a student to
withdraw before the end of two weeks to qualify for a refund against the
need to help students to remain on their courses and the need for them to
obtain appropriate counselling before making an irrevocable decision.
Therefore, a student who presents himself saying that he wishes to
withdraw is usually sent away to talk to his tutor and/or to the
Counselling Service, or whoever else seems appropriate; a substantial
proportion do not in the event withdraw from the University. Those who do
withdraw are, for the purpose of calculating any refund, normally deemed
to have withdrawn on the date on which they initially raised the intention
to withdraw.
Under the new student support arrangements, tuition fee contributions from
Local Education Authorities will be paid in full if the student is on
course on 1 December. There will be no refund to the LEA if a student
leaves after that date."
