It's supposed to be. The whole point of registration is that it is
supposed to indicate those who have a higher degree of experience. The
fact that three year's experience didn't necassarily provide that is the
reason that system was superceeded by one in which that experience is
proven rather than assumed.
It's a red herring for David to suggest that one couldn't qualify for
registration under the new system in three years - one isn't expected
to.
Qualifying in 1995 was a cut-off point for the old system, purely
because a date had to be chosen when the new system was introduced.
2001 has been chosen for a cut-off point for applications under the old
system because it gives those people 6 years to get the 3 year's worth
of experience. That to me (as some-one with just the interrupted career
pattern we're taking about) seems more than adequate.
Am I right in thinking this ballot has only gone to registered members?
I don't seem to have had one.
