The University of Southampton has a similar Ordinance to
Brunel's, viz "No person shall be awarded a degree, diploma
or certificate unless he or she has paid the fees
prescribed and any other sums due to the University."
Our practice is that the award of a student who had had an
award withheld until the settlement of a debt is recorded
as having been confirmed on the first possible occasion
AFTER the debt(s) had been settled.
