I believe (that is, I could be wrong) that, strictly speaking,
you would need permission to do this, unless you were writing the
bibliographic details yourself. That is, if you are scanning
or dowloading the table of contents as is
from the journal or proceedings then you would not be able to put them
on any sort of networked system without permission, as the contents
page of a journal is an 'article' as far as copyright is concerned.
It may be that no publisher would object, but, if you are after a
safe side....
