This question comes up every year or so.
I agree that it might be difficult to sandardize, but I am in favour of
a standard implementation of getarg () or something alike.
I even managed to seduce IBM to implement access to command line in
VS Fortran (77+) e few years ago.
I don't care wether it is a function or a subroutine.
As long as it is not in the Standard, let compiler makers add this
functionality as an extension, please !
