I second this approach. If one wants to, one can
define a very general scheme for delimiting
multiple items in a list. However, the people
who are interested in such an approach are not
the ones interested in the simplest expressions
of the Dublin Core. For the KISS crowd, I suggest
we tell them "use ';', and if that presents a problem
for you, then get out of the KISS crowd and move up
a level of complexity".
