Again, the Sept 1996 user guide draft clarified this, and allowed personal
name rules to be suspended on a per element basis (eg, corporate author).
A modernized excerpt from the Sept 1996 draft:
= Creators may be names of people (default) or organizations ([omitted]).
= Names of people that appear in Creator are specified with family name
= first, then given names, initials, honorifics, etc. If no comma appears
= in a name, the family name is taken as the first word, otherwise it
= includes all words up to the first comma. For example,
