One suggestion I've seen is to use comma-delimiting but

that the commas are ignored and what is actually used as a
separator is one-or-more non-alphanumeric characters. I think
Usenet News uses comma-delimiters, except few people fill the Keywords
field.
However, this is only in response to Stu's using the "legacy"
<META name="keywords">
rather than DC.Subject, which I presume is what we're all talking about.
Partly for historical reasons, I guess I'd go for commas for KISS, but
whatever's chosen people are going to get it wrong. I don't think
"weird" characters like "|" or "\" are a good idea ...
I've used ";" internally in some things, but then I end up having to
escape ";" first. No easy way, or at least not an obvious one.
