Dear Simon,
I believe that 'home page', 'entry point', or 'site map' as you call it,
is accomodated in DC under object type. It is the genre of the information
resource, rather than a relation.
Version, format and based on are relations which only make sense by
reference to a source. As you say, some people may choose to put them in
source, and this was the initial idea of source, bu the purpose of the
rtelation working group was to sort out specific relations whose type it is
useful to know in discovery. I think the consensus was that these six were
useful for that purpose.
