Not to mince words here, any implementations that rely on "DC:"
rather than using the URL will be broken. That doesn't mean that
people won't try to key off of "DC:" as a short-term hack, but
it would still be flawed to do so.

I don't understand what you are asking Eric. "DC" is great to use as
the preferred prefix, but there is no way to *require* its use and
I'd probably argue against requiring it even if it were possible.
So, suggesting people use the namespace declaration above is fine,
but if they need to prevent conflicts with something that is already
established, they should be free to do so.
