I haven't completely digested your paper as yet, but there is one error
or if not an error something that I don't understand in Coverage.

The spatial and/or temporal characteristics of the resource. Formal

and developers should understand that use of this element is currently

can't stand alone if it means lat/long - it must include
DC.Coverage.x
DC.Coverage.y
i.e. latitude and longitude - one without the other doesnot make sense.
Note lower case! - also lower case with "z". These are long held conventions
in the spatial data arena which this follows and which the working group on
coverage determined.
Also - was there a decision in Helsinki to change to the initial letter to
Upper Case, I thought we were using a different convention? - i.e. initial
lower case (DC.coverage)
I also wonder at the words that use of the element is considered experimental.
We have been using similar in production for several years, and now have it
used in DC. I refer you to

But note this document will be modified following Helsinki.
