previous best practice (as expressed by Misha Wolf at
http://purl.oclc.org/metadata/dublin_core/syntax.html) was that 'DC' was
given in upper case, the element name in lower case, and the first
letter of second and subsequent words within a sub-element name given in
upper case, with all other letters lower case.
ie --
DC.creator.email
DC.creator.personalName
etc.
During the discussions of the Sub-element working group in Helsinki, we
were reminded that RDF is/will be case sensitive, and that our syntax
should therefore have some rules for the expression of element and
sub-element names. Whilst the syntax wouldn't actually MATTER in HTML et
al, it seemed to make sense to maintain congruence with the syntax to be
implemented under RDF...

The Sub-element group recommended a simpler rule than Misha's current

EVERY other word would also be upper case, with every other letter
lower. ie.
DC.Creator.Email
DC.Creator.PersonalName
etc.
This was, however, only a recommendation, and nothing was conclusively
agreed one way or the other...
