Following a Commission decision on 3 September 1997, brief details of the 
projects shortlisted for funding under the CfP96 call can be seen at 
www.echo.lu/libraries/en/newproj.html
We are now in the process of negotiating the projects with the consortia 
concerned. Further details will be posted as they become available.

Thre are 17 projects and 8 accompanying actions. Some of the projects in
particular could be very interesting to eLib, and I have taken the liberty
of including summaries of some of the projects below (quoted directly from
the ECHO web site without permission, but I hope within the spirit under
which they were mounted, for public access):

CANDLE (8649) 

       Building further on experience and software from the CaseLibrary
project, CANDLE aims to facilitate access to digital collections within
and outside the library in a controlled way. The project will produce
low-cost library management software for rights control and fee
management. In collaboration with a publisher and a supply agency, a
number of economic delivery models will be tested. 
       Coordinator: EnWare s.a., Madrid, Spain

DECOMATE II (8672) 

       DECOMATE-II will develop an end-user service providing access to
heterogeneous information resources (copyright and non-copyright materials
of different formats and types) distributed over different libraries in
Europe using a uniform interface, leading to a working demonstrator of the
European digital library for economics. It will also be a demonstrator and
test-bed for licence agreements with publishers and information providers
and for models use of digital library services. 
       Coordinator: University of Tilburg, Netherlands 

DEDICATE (8611) 

       The project aims to develop cost-effective distance education
courses in information literacy with a view to training both librarians
and end-users. The work will build on the EDUCATE project and will include
a multimedia module on the history of science and technology. 
       Coordinator: Chalmers University of Technology, Gšteborg, Sweden 

DERAL (8660) 

       The project will develop a set of tools based on Internet
technology and videoconferencing/ISDN which enables libraries to act as
brokers between the providers of distance learning courses and the
students. The project will focus on inhabitants from sparsely populated
areas and elderly and disabled people who are unlikely to have access to
distance learning facilities.
       Coordinator: Kalmar LŠns Bibliotek, Kalmar, Sweden 

DIEPER (8632) 
       DIEPER will address the issues of digitisation of back-issues of
journal articles and of management (technical, organisational and
legal/copyright) of those digitised copies. It will try to set up a
European register where all European retro digitised periodicals will be
recorded. DIEPER testbed will be closely related to ECUP and the TECUP
initiatives.
       Coordinator: UniversitŠtsbibliothek Gšttingen, Germany 

EQLIPSE2 (8635) 

       The aim of EQLIPSE2 is to develop an integrated tool which will
improve the quality of management of European `hybrid' libraries. The
project will build on EQLIPSE1 and will develop several modules such as an
adapted EQLIPSE ISO9000 compliant Library Management System, the ISO 11620
compliant Library Performance Management and Benchmarking Indicators and a
Quality Management Module.
       Coordinator: University of Central Lancashire, UK 

EULER (8609) 

       EULER will develop integrated access to distributed heterogeneous
resources in the field of mathematics. The resources (bibliographic
databases, mathematical parts of OPACs and some document delivery
services, electronic journals, on-line archives of pre-print and grey
literature, indexes of Internet resources) will be made interoperable by
using common Dublin Core metadata descriptions. A common user interface
will be developed.
       Coordinator: Fachinformationszentrum Karlsruhe, Berlin, Germany 

LAURIN (8629) 

       The project will try to develop a generic model and tools for
digitisation and OCR of newspapers. It will be aimed at guaranteeing easy
access to the European citizen by setting up a network, accessible via the
Internet, of 7 libraries and archives supported by a multilingual (6
languages) thesaurus.
       Coordinator: UniversitŠt Innsbruck, Austria 

LIBERATOR (8646) 

       The project will develop a WWW based regional information service
for three different European regions. The service will provide access to
networked resources and will be fully integrated with other mediation
services currently provided by public Libraries. The service will be
validated by users of public Libraries in the three regions. 
       Coordinator: Metropolitan Borough Council of Gateshead, UK 

LISTED CEE (8610) 

       LISTED has been examining the needs of both library staff and users
in the area of telematically delivered flexible and distance learning
(FDL) services. The requested extension to project LISTED will
additionally provide access via test sites in two Hungarian libraries.
       Coordinator: Solihull Metropolitan Borough Council, UK 

MALVINE (8674) 

       The project will specify, develop and test a distributed system for
access to the disparate modern manuscript holdings kept and catalogued in
European libraries, archives, documentation centres and museums, as well
as the remote delivery of the documents via their scanned images.
       Coordinator: Staatsbibliothek zu Berlin, German 

NEDLIB (8648) 

       This project intends to develop an architecture with an open
environment, capable of processing publications regardless of the origin
and is intended for access either by end users or by archiving
organisations, guaranteeing at the same the commercial and copyright
interests of the publishers.
       Coordinator: Koninklijke Bibliotheek Nederland, Netherlands 

ONE-2 (8643) 

       The ONE-2 project aims to extend the results of the FP III ONE
project by adding more services and new partners. The project will produce
enhanced common software (adding Interlibrary loan, electronic document
delivery and online payment capabilities), stand-alone client and Network
Entry Point based on object-oriented interfaces.  Demonstrators will
include implementations in museums and at sites in Hungary. Users will be
professional cataloguers, researchers and library patrons.
       Coordinator: Dansk BiblioteksCenter a.s., Ballerup, Denmark 

PRIDE (8624) 

       Development of services mediated by libraries covering information
inside and outside the library domain with user support for access to a
range of global information resources. The approach will cover
authentication, registration and cost recovery with a one-stop declaration
of user information, exploitable by the service provider.
       Coordinator: Laser, London, UK 

TECUP (8664) 

       The project aims to test the licensing framework for the use of
electronic material, as developed under ECUP+. Different economic models
will be evaluated with the support of external experts in strategic,
technical and legal issues.
       Coordinator: Eblida, Den Haag, Netherlands 

VERITY (8627) 

       The project will explore how telematics and virtual technology can
be used to create a new way for libraries to provide services that are
creative, stimulating, educational and attractive for 13 to 19 year-olds.
The "virtual librarian" will help young people to learn how to find and
manage information held both in libraries and electronic networks.
       Coordinator: University of Sunderland, UK 

VILIB (8618) 

       Natural language query access to the catalogue and full text
databases of two groups of libraries (in the domains of management and
water/environment) will be developed. The systems CANAL for catalogues and
SPIRIT for full-text will be used. The system will deliver to the users
lists of titles or the documents when linked to the full text.
