Erm IMTs should go in the Format element, not the Type element. The Type
is for the genre of the article (ie telling humans what sort of material
it is) whilst the Format holds informatio (usually machine readable) on
the layout of the resource (ie its file format, hence the need for IMTs).

As has been mentioned several times before on the list, there is no
guarantee of the ordering of META elements in an HTML document (something
I still consider to be broken) and some (commercial) tools may well screw
up your packages. Of course these same tools are likely to just stuff up
all the META elements anyway so maybe that isn't worry...
