I think there is one of those already, on the new DC home pages.
As regards the html-metadata list it has been moribund for some time,look
at the archive

and I would suggest now is not a good time to revive it (if only because
the meta2 list is busy enough without cross posting). Also I would think
it would dilute consensus.
After DC4 this list was proposed for discussion of deployment e.g.
metadata creation tools, harvesting DC etc, not for discussion of use of
qualifiers/elements etc
We picked up the name of the list from a moribund list that had been
kicking around when html syntax for DC was first under discussion. So
whatever happens, I think the list name should be changed.
